I don't think it's a tough call, as a life long Bond fan I say bring Blofeld back! You can modernize him in a way that doesn't copy him to the point that when folks see him they think of Dr. Evil but make a classic Bond villain that everyone loves to hate! 007 needs Blofeld and much as Blofeld needs 007.

Well, Skyfall definitely performed a kind of a reset to classic bond feel in its final scene - what the actual idea behind it is still unclear, since the series has been painstakingly modernized.
It would be fun to have SPECTRE back as an enemy but not sure about Blofeld for the reasons mentioned - it's been parodied too often. I like the approach that was taken in the unofficial Bond film Never Say Never Again where Blofeld remained in the background while SPECTRE agents took the forefront. I think the same approach can work for a modern Bond film. Unless the idea will be to turn SPECTRE simply to another evil corporation with an immoral business man as its head. But that kind of misses the fun of it all, isn't it? The whole idea behind SPECTRE is that it's outlandish and eeevil. Tough call.
