He’s pretty much responsible for every bit of property damage that happens, and his mug is even pasted all over the news at one point. Instead, he’s seen watching TV with everyone else at work (wasn’t fired on the spot?), and no one’s like “Hey, that’s the asshole that started all this!”. When the one conductor dies, wouldn’t he at least be charged with manslaughter? Being doomed to a career in fast food is hardly a satisfying punishment.
